Program Cost And Schedule Control Analyst 3

Our organization is seeking a Program Cost and Schedule Control Analyst to join our team. This role involves setting up and maintaining cost control systems, monitoring costs and schedules on contracts, and preparing analyses and reports to ensure contracts remain within negotiated parameters. The position requires collaboration with program management, business management, scheduling, and technical teams to support financial planning and reporting.

Key Responsibilities

  • Set up cost control systems, and monitor and control costs and schedules on contracts requiring a validated cost schedule control system.
  • Perform analyses and prepare reports to ensure contracts are within negotiated parameters and government cost control guidelines.
  • Prepare budgets and schedules for contract work and assist in financial analyses such as funding profiles, sales outlook, and variance analysis.
  • Prepare program plans to ensure program requirements and statements of work are captured and scheduled.
  • Perform schedule risk assessments to identify and mitigate program cost and scheduling risks.
  • Ensure adequate funding availability by maintaining accurate records of expenditures and directing the preparation of expenditure projections.
  • Incorporate contractual changes into control systems to maintain realistic contract cost and schedule baselines.
  • Support Control Account Managers (CAMs) in the Variance Analysis Reporting (VAR) process.
  • Perform monthly, quarterly, and annual Estimates at Complete (EACs).

Required Qualifications

  • Experience with Earned Value Management (EVM) principles, performance measurement baseline concepts, and financial planning and reporting.
  • Strong analytical skills, leadership capabilities, and the ability to work with an Integrated Product Team (IPT).
  • Experience with proposal, pre-contract, and contract startup phases.
  • Experience with monthly performance management, financial planning, variance analysis, and risk management.
  • Experience with financial auditing and assessment of completed projects.
  • Familiarity with industry standards such as ANSI/EIA-748 and EVMS.

Preferred Qualifications

  • Ability to set up and maintain cost control systems.
  • Experience with financial analyses such as funding profiles, sales outlook, and variance analysis.
  • Experience with preparing budgets, schedules, and forecasts for contract work.
  • Experience with incorporating contractual changes into control systems.
  • Experience with performing monthly, quarterly, and annual Estimates at Complete (EACs).
  • Experience leading the Baseline Change Control process.
