Project Executive

The Project Executive provides strategic and operational oversight for projects in various phases of electrical and mechanical construction, as well as pre-construction activities. This role is responsible for driving program performance through effective leadership, operational management, stakeholder coordination, and resource alignment. The position ensures projects are delivered with a strong focus on quality, efficiency, safety, and compliance, while leading, mentoring, and developing high-performing project teams.
Essential Job Responsibilities
- Strategic Leadership: Oversee project managers and multiple construction projects; set program strategy, priorities, and long-term plans.
- Project Delivery: Ensure projects meet schedule, budget, quality, and safety targets; act as primary escalation for major issues.
- Operational Management: Allocate resources (people, equipment, materials), control budgets, and manage project risks.
- Compliance and Safety: Enforce legal, regulatory, and EH&S requirements through regular site visits and audits.
- Stakeholder Coordination: Maintain relationships with clients, architects, engineers, subcontractors, and internal teams to drive project success.
- Quality and Continuous Improvement: Ensure workmanship meets standards and lead process improvements to boost efficiency.
- Reporting and Communication: Provide concise status updates to executive leadership and ensure clear two way communication between field and management.
- Team Leadership and Development: Coach, mentor, and manage performance of project staff with HR partnership; foster engagement and accountability.
- Business Development Support: Assist pursuit efforts, proposals, and smooth transition of awarded work while sustaining current programs.
- Collaboration and Other Duties: Work cross functionally with company departments; perform other duties as assigned.
Minimum Qualifications
- Experience: Minimum of fifteen (15) years of experience in project management and/or project controls
- Demonstrated knowledge of project management and leadership (i.e., safety, schedule, budget, quality management, and relationship building).
- Minimum of seven (7) years supervisory experience
- Demonstrated experience with estimating and project strategy.
- Demonstrated experience with proposal development.
- General working knowledge of federal regulatory contracting processes, practices, requirements, guidelines, and laws regarding construction projects.
- Strong familiarity and implementation of OSHA 1910/1926
- Experience working for federal agencies.
- Demonstrated Knowledge and experience with proposal development and estimating.
- Demonstrated knowledge and experience managing subcontractors.
Skills
- Provide leadership to a team and ensure positive outcomes and results.
- Exceptional verbal and writing skills required for communication with clients, management, and team members.
- Strong computer skills using MS Office (Word, Excel, PowerPoint, etc.), Procore, RMS, and Primavera.
- Must be able to manage and supervise others.
- Create, review, and manage project budgets, cost projections, and profit/loss.
- Multi-task numerous projects at a single time in varying stages of bidding, design, and construction
- Navigate time constraints and complete deliverables on time.
- Negotiate claims, change order proposals, and new awards with both subcontractors and customers.
- Be effective in a high-stress environment.
- Recognize and apply lessons learned as it relates to bidding, design, projects, and management.
- Comprehend solicitations and SOWs to organize/perform/assign work with minimum supervision.
- Must be able to read, analyze, and interpret data; respond in a timely and professional manner; able to write routine SOWs; able to communicate clearly and succinctly on a basic and technical level
- Ability to solve practical problems; ability to interpret and understand a variety of instructions furnished in written, oral, diagram, or schedule form
- Learn and evolve new methods and systems.
Education/Training
- Bachelor's Degree in Engineering, Construction Management, or a similar relevant field.
- Preferred Certifications: OSHA 30 and PMP.
Special Requirements
- Must possess a valid and unrestricted driver's license.
- Must be able to pass pre-employment background and drug screening.
- Must be able to be cleared for Air Force Base or site access.
- Preference for an Active or Current DoD Security Clearance.
- Must have the ability to maintain assigned work hours and schedule based on project requirements.
- Position may require up to 10% travel
Physical Demands and Work Environment
- This is a position that requires work to be performed onsite at location or project construction site.
- Working both indoors and outdoors, exposed to all weather conditions and potentially severe environments.
- May be exposed to construction environments involving equipment, electrical or mechanical hazards, elevated work areas, confined spaces, dust, hazardous materials, and odors
- Potential exposure to continuous loud noise produced by machinery and/or equipment.
- This role requires compliance with all applicable safety regulations, personal protective equipment (PPE) requirements, and Loenbro's Environmental Health and Safety (EH&S) policies.
